Shane Harbinson, Assistant Director - Airport Planning and Development

Shane Harbinson serves as Assistant Director-Airport Development and Environmental Programs for the City of Austin, Department of Aviation. Shane assists the Executive Director in the development of policies, procedures and strategies to accomplish ABIA’s organizational goals and objectives.

Shane joined the staff at ABIA in April 1999 to serve as an Airport Operations Coordinator. Since then, he has worked in several key positions at ABIA, including Noise Abatement Officer, Airport Planner, Manager of Airport Operations, and Assistant Director of Operations and Security. He has worked at other airports including Midland International and Minneapolis-St. Paul International Airport.

Shane graduated from Saint Cloud State University after earning a Bachelor of Science degree in Airport Management. He is a member of American Association of Airport Executives and Airport Council International.


Richard Mendez, Port Director - Austin, TX

Richard Mendez is the manager for Customs and Border Protection (CBP) at the Port of Austin, Texas. Mr. Mendez oversees CBP processing for the entrance and exit of passengers, carriers, and cargo within the Port of Austin jurisdiction. This includes the Austin Bergstrom International Airport, Ft. Hood in Killeen, Waco, and the Texas State Technical College in Waco. Mr. Mendez works under the direction of the DFW Area Port, the Houston Field Office, and CBP Headquarters. Mr. Mendez supervises the employees at the Port of Austin, provides guidance to importers, exporters, carriers, and travelers.

Mr. Mendez has more than 20 years of experience with Customs and Border Protection in which he has served as a Customs Inspector, Senior Customs Inspector and Supervisor at the Port of Laredo, Texas from 1993 until 2001. He also served as Acting Port Director at the Port of San Antonio, Texas in 2007. During his tenure in Laredo, Mr. Mendez gained mastery of the core Customs disciplines; passenger, commercial and outbound operations. Mendez also served as coordinator of the Business Anti-Smuggling Coalition, Carrier Initiative Program, and oversaw operations in Bonded Warehouses and Foreign Trade Zones. Mr. Mendez has served on several short term assignments to CBP Headquarters and has taught classes at the Global Borders College in Harpers Ferry, West Virginia.
